It says technical glitch

I've tried signing in online and on the app to make my payment today and it keeps saying technical glitch and that I need to confirm my information. I have not received any emails and when I tried calling customer care it kept saying to call back later and it was an Automated message. That's all I kept getting when I called. I would like to know if my late fee will be waived since I still can't access my account to make my payment and NO ONE will answer the phone!!!!
