account cannot be found

i tried shopping using my ID because victoria secret FAILED TO MAIL ME MY CREDIT CARD and i couldnt purchase anything. I have been calling for the past 3 months asking for my credit card status. Where is it so I can use my card. Why have't I gotten my card???!!!! Why can't they locate my account if I paid my card out. The store has the odacity to tell me i owe 0.55 cents common im really upset I couldnt buy anything even after paying 0.55 which I have no idea why i still couldnt shop if I have plenty of store credit. I dont understand.
