USPS not accepting payments

"Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type"

Apparently it can't be processed with any payment type - not even PayPal.  This has been going on for 2 days now.  I don't have time to stand in line at the post office all day!  I thought that's what this site was supposed to alleviate!
