Cannot sign up - for 3 months now

I used to have informed delivery.  All of a sudden, 3 months ago, I got the message that it looked like I hadn't signed up.  So I have gone through the process about 30 times now over the last 3 months, just to be looped around back to the message that says it looks like I haven't signed up yet!! I have had a USPS account online for years.  PLEASE FIX YOUR WEBSITE!!!1 screenshots are attached - my sign up page.
