Can't post tweets, nothing updating - web, mobile & apps affected

Twitter seems to be experiencing a "Fail Whale" scenario. I can't post tweets, and tweets aren't being retrieved. This happens through Tweetdeck via Twitter's API, their web site and Android app. Technical specs: http://pastebin.com/ykjWpHJt
