Employer unable to respond to Notice of application for unemployment Benefits

I am an employer trying to respond to all of the Notices of Application for Unemployment Benefits.  I cannot get into the site to respond.  Every time I put in the ss number and access key, then hit logon, the site deletes the info I just put in
