Repeatedly kicked from account when trying to change phone number

Every time I get to the screen to change my phone number, after I type in all the info and click submit, it kicks me out and says I was inactive for 15 minutes. I wasn't even logged in for 2 minutes, much less 15 minutes. I  have tried this on my phone, ipad, AND desktop, all with the exact same results.
