Webmail Outgoing mail getting error after platform upgrade

Our webmail outgoing mail getting the attached error 1 day after the October platform upgrade.  The strange thing is this only happens behind Comcast/Xfinity's network.  If we bypass their modem and use other internet access such as cellular data or from another location such as a public wifi, the same same failing computer would send out successfully.   One would think this was a Comcast issue then but Comcast support denies it being their problem because all security/web filtering is disabled and internet is working fine.  Happens on all web browsers and all are up to date.  Same issue with incognito mode.  Windows update up to date.  TLS 1.2 and 1.3 enabled.  Local security software/AV/firewall all disabled.  Comcast has no clue.  Network solutions has no clue.
