Cannot login to account

Went home for lunch.  Tried watching YouTube on my Xbox One and I got an error that i could not be logged in.  To check account.live.com.
When I try to enter my account on a computer, I get an error that the page cannot be loaded.

UNinstalled the app and tried again but it won't let me download it b/c I cannot get signed in
