spam filters no longer function and advertised upgrade can't be done

Everything from mail order pharmacies to loans approved that were not applied to finding dates. These are are now coming into my inbox instead of automatically going to the junk folder. Must have something to do with the forced upgrade to outlook. Also, despite messages from the Hotmail team/Outlook team to upgrade, for the last three weeks, every time I try to upgrade, I get no upgrades available message, that microsoft is upgrading "millions" of user accounts and that I should try again later.
