Once again doing the "Cannot complete redirect"

It's been doing this for the better of two weeks, off and on. Telling me that it can't redirect the page and that I have to enable cookies. They ARE enabled, I've done every single web fix recommended and it still does this. It'll suddenly come back by itself hours later.
