$ missing

Called to check balance this morning, drove to hardware and card was declined no it is showing no $ in my account. Cant reach cust service and 1 800 # not working either. I only have 1 day off a week and need to fix some plumbing. Went to the bank and they cannot check anything due to syatem being down. This is a pretty big issue, if it was a problem on my end and i was unable to deposit $ to cover debits i would get hit with overdraft fees correct? So what kind of fees do i get to collect when i need my $ and due to issues on 5/3 end i cant access it?
