I am have a really hard time trying to create a shipment and have to "back door" to get to it as I keep getting the "We are sorry but your package did not arrive. You submitted a Bad request!" message.

Same problem. I can't access any Fedex links.

I fixed it by deleting the cache and cookies for Fedex in my Chrome browser.

I found that this morning, too! I didn't realize that I could delete individual cookies, and I deleted them one by one until the problem went away.
