Unable to sign-ups for E-Z Pass NY. "We're sorry, the system is unavailable. Please try again later."

I am unable to sign up for EZ Pass to despite having entered all of my personal information.  Specifically, at the final step of the sign-ups process (i.e., pressing the "I Accept" button pertaining to the Terms and Conditions), I receive the following error message, "We're sorry, the system is unavailable. Please try again later."
