With Firefox I just had this issue after a brand new install. Worked with my other computer but not this one.
Under tools/options/content click the popups exception button and add usps.com. Took me a few hours to figure this one out. Tried the above mentioned language settings with no results. Somehow the Firefox browser thinks there is a popup or something.
