The Video Quality keep switching by itself

I have it on the lowest quality because on any other it will freeze every 5 seconds (literally), but then it will switch to 360 or 480 for no f!*#ing reason, it's like it's trying to make it so I cant watch anything, GET OFF YOUR a!*es AND FIX THE GOD DAMN THING!!!!
