They are being attacked with a DDoS. This would affect all types of web based work, logins etc, and it is likely that there would be traffic shaping by the upstream internet services providers to narrow the attack footprint down to a managable geographic area. Most banks are being attacked right now........ its bad news... this is one of the problems with the internet.
