Unable to make an urgent transfer

Urgently need to do a transfer outside BofA. Keep getting 'unable to process at this time', but only after I've gone to the trouble of entering everything required on the screen. Can't set up a new recipient account, can't set up SafePass. Is there any update on when this will be fixed? I need to get a deposit to a firm in order for them to start work on a project.
