Payees in bill pay missing in phone app/non responsive on the web

Issues trying to get on the website on phone app and online with pc. Finally got on with phone app and all bill payess are missing. Online it takes a very long time to get on. A couple of times it just gave a blank page. Now I actually got to the bill pay page and got this message. Payments are currently unavailable. We apologize for the inconvenience.
