Cannot use Bill Payment

On the Bill Payment Screen I get the message that I cannot use the Bill Payment until the Pop-Up Blocker is turned off on my IPad. Done that, still doesn't work. I finally got to talk to a customer service rep only to told she couldn't help me and would transfer me to a technician and then I got cut off after waiting a long time.
