Canot access funds

Trying to make a $16 transaction.  I used the automated service to check and I have enough funds and there are no holds on any money.  Logged into the web site and everything looks normal.

The site I'm interacting with is a site I've been using for years. No live customer service representation at Bank of America at 5:am on a Sunday morning.

Effectively my funds are frozen.
