App not working

My app said I needed to update it. But then it said I needed to log into my Google account which is ridiculous because I was. I cleared all the cache. And still I could not update. I restarted my phone and still nothing. I uninstalled the app, and it still won't let me install anything. I know it's not my phone because I can install other things. Ugh.
