Payment keeps declining

For the past 3 days my payment has declined. I would allow me to make 3 very small payments of $3, $4, and $10. Now its not allowing me to make any payments. I havent had my phone shut off in years and now because I owe $3.71 my account is inturrupted. Yes, I have called customer care with no help, yes I have tried many different card.
