unable to create new Payee Account

For Three days now I have been trying to create a new payee account to pay a delinquent tax bill due payable to the IRS. It must go to the IRS office in Kansas City Mo. (64999-0204). I have tried with my laptop running Windows 10 ( A dell laptop) using the Chrome Browser. The Chase site allows me to invoke the create new payee portion and input all of the necessary information (payee name, address, zip, account number...etc. but when I press "next" I get a 'red banner' message that says "It looks like this part of our app is not working now....please try again later....
