I am having the exact same issue.  I know this application is fraudulent and this is the second one we have gotten.  But after trying repeatedly to respond to the first application and then sending a response by Fax and e-mail instead, the benefits were still paid to the fraudster.  I don't want this to happen again.  I would prefer to respond online so that I will have a better record.
