Never received order from 2/15

I had an order put in for delivery yesterday 8-9 am. It never arrived. Went to chat and they told me system problems and driver was there waiting. About 11am I received an email saying my order was picked and listed substitutions. 4pm still no order. Tried to call and chat over an hour wait for both. The store phone rang and rang with no answer. Still no food and no refund.
