System is down; cannot modify payment card

I have been trying for over two weeks now to log onto E-Z Pass NY. The website responds with "Service Interruption: E-ZPass New York and Tolls by Mail websites are currently unavailable. Automated telephone services and customer account information are also not available at this time. The system is estimated to be operational this evening. We recommend our customers visit our website or contact the Customer Service Call Center tomorrow. We apologize for the inconvenience"
Several weeks later, and I STILL can't change my payment card for EZ-pass! After making such a big deal about no toll booths and everyone using ezpass, why can't they fix this problem? This is beginning to seem like a ploy to issue fines for additional money.
