Can't login due to "account status"

Fastrak will allow me to change my password, but then won't let me login. I can't pay my outstanding bill. The phone number for fastrak sends you to a voice mailbox, telling you to use the website, "extended wait times" / understaffed services make the "speak to representative" option impossible, in resolving website errors. I'm calling now, on a Tuesday at 235pm PST and the machine tells me there are "159 calls ahead of you.  How long do you think I'll be on hold? .The machine says my wait time will be approx. 30min....
