POSSIBLE SOLUTIONS FOR LOGOUT LOOP
These may not work for everyone, but I was originally having this issue on Chrome. When I switched to Safari, it worked fine for me, but my husband couldn't get in on any browser, and we could not reach anyone. Finally, we went to WorkInTexas.com (you have to register there anyway after your twc app) and registered there with a username, password, etc. When we went back to the TWC website, we logged in with that username and password (from WorkInTexas). Got in, first try. No problems since!
