Access denied to website and app

When opening the JCP app, I receive the following "We're having trouble connecting with our servers. Please try launching our app again."
When attempting to login to JcPenney.com, I receive the following "Access Denied" "You don't have permission to access "http://www.jcpenney.com/" on this server. Reference#18.c5eb7068.1580363955.3e7f0a89
I have attempted accessing the website on a laptop and on adroid smartphone.
This has been the case for at least 2 weeks now.
