Temporary Delay

I am unable to login to my Citibank account through my Android Mobile App. Everytime I try, I get a 'temporary delay' messaage. No problem getting online via my laptop. It's just the mobile app that's not working. It's been this way for at least 1 month. I've deleted and installed the app several times without any success.
