Can not transfer funds online between checking and savings

Since July 3, 2019, I have not been able to transfer funds online between my Capital One Accounts nor can I transfer funds from checking to savings over the phone since the savings account is a trust account.  As a result, I was told that I must go to a branch to make the transfer.  I make such transfers regularly, and having to go to a branch is inconveniet and annoying.  For some reason Capital One has not been forhcoming with information about this failure and when it may be remedied.  Capital One needs to concentrate on banking issues and not the establishment wifi-free internet cafes at local branches.
