Unable to Log On (Error Code LO013)

For about three months, every time I try to log in to pay bills, I get a blue screen with the little circle in the center going around and around.  I've let it sit for as long as 30 minutes and it never changes and never logs in.  The tab name is Chase Online and on this screenshot I have five of them with that name all showing the blue screen.  Here's the URL that clocks. 

I spend a couple hours every month just trying to get logged in to your site.  I hate this.  HATE IT!!!!!!  I have better things to do with my time.  Please send me a URL that will actually let me log in.  I've called and talked to Tech Support and they can't seem to help me.  

Please find someone who can actually solve this problem for me.  I can't even log in to see how much money I owe you.
