Website constantly down for 3 weeks

I have tried to register with Fastrak 6 times and so far failed every time. 5 of those times were on normal weekdays between 9 and 4 PM. The most recent one was today, Labor Day, so I can understand that one, but not the others. The most unbelievably annoying feature of this process is that it doesn't tell you the site is unavailable until you have gone through the entire registration process and press "confirm." Worst website management ever.
