downed cable line and drooping cable line

I am not a Timewarner/Spectrum customber but the cable line to my house is drooping and my neighbors cable line is laying across my fence. I tried contacting Spectrum but they said the customer has to report it. The addresses are 3720 and 3730 NW 53 Lincoln ne.
I tried calling and doen't get anywhere and I tried on line chat and wasn't successful. Their customer service is horrible.
