Click & Ship not working

At present (830 am Pacific Time) the online USPS setup will not complete any Click-n-Ship orders.
When going to the shipping cart and trying to submit billing information, the page hangs up, the little
"waterwheel" icon goes round and around, then the site simply goes back to the shipping cart page.
No ability to submit online payment, no ability to print out online shipping labels.
