won't accept credit card payment

In addition to charging me for the necessary step of changing my address, the site rejects my valid forms of payment.

Note: A temporary hold of $1.00 may be placed on your credit card account for each verification attempted. Each $1.00 hold for an unsuccessful attempt to change your address should be canceled automatically within 3 to 7 business days depending on your bank's policy. Check with your credit card issuing bank if you have any questions." That's fantastic. I see that this is NOT a new issue.
