Neither app or online works

Trying to login to the app puts me into an endless cycle asking me to set up security questions then telling me to sign in. Then I sign in and it asks to set up security Questions. This is very frustrating. If I go to Citi.comit will acknowledge that I am logging on although it only loads a blank screen. How are customers supposed to manage their finances through a company who can only be reached by phone and they cannot even get a website or app to work. On I can log on I will be moving my finances elsewher. Very disappointed in the company.
