Can't access Submit Missing Mail

I have been trying to access my Missing mail report. Each time I log in and select start Missing Mail Search, the Browser starts ging bizark. I have no virus's or malware issues on my PC. As I just ran a full virus scan. Then my screen freezes and it won't allow me to close out the site. I have to completly exit out of the browser. I have been trying for the last 45 minutes. I can only upload one picture. If I could upload a video to show the browser switching back and forth I would.
