Cannot set up account

I have been trying for a couple of weeks to set up an account on the UCard Center. I enter my card number, read the policies, enter my birthdate, and every time it tells me it cannot verify my information. I have verified that I am entering everything correctly. The phone number sends me to an automated system that then tells me to go to the online site. It is a broken loop that I cannot get out of. HOW DO I REGISTER MY ACCOUNT ON THIS WEB SITE?
