Won't Accept Delivery Instructions

I am trying to get the post office to hold my package for pick-up, and I get as far as selecting the location and clicking "Add to Cart" and then I get this error:
we're sorry we cannot proceed with your request because your tracking number does not have sufficient information to intercept. Please try a different tracking number. (104)
