Card Declined Wont Let Me Add New One

I can't use ANY payment type to pay for my Click and Ship--not even PayPal. I have tried several cards to no avail. I emailed USPS for help and got some generic NOT HELPFUL reply that had nothing to do with my problem. I've tried for days to get this worked out.
