Click and Ship not working

"Sorry, your transaction has been declined. Your transaction cannot be processed at this time with this payment type"
No matter what card I use, different banks, even Paypal. Funny thing is that the payment has processed on the Paypal and bank side! Why why why?????
I don't have the time to hold for 45 minutes plus with customer service.
