I log in and it continuously had a swirling circle, nothing loads

I can't access this on my laptop or my iphone browser. Before logging in, there is a line at the top that says the site will be down September 11, 2016. Today is September 10, 2016. I should still be able to access my account information, yet I'm unable to.
