Secure customer site returns to signoff with "working on issues" message

The citigroup.com website is UP. However, any attempt to login returns the customer to a signoff screen with a message  WE'VE ENCOUNTERED AN ISSUE AND ARE WORKING TO FIX THE ISSUE.

That means Citibank online website is NOT UP.

This has been since 7AM EST May 2 2019.
