48 hours of "Temporary Delay" Message

Since Sunday, 1 MAR, I have made at least 10 attempts to login to my Citi account to pay my MC bill. And, I keep getting a "Temporary Delay" message.

48 hours is more than a temporary delay. And, of all of my oline accounts, never have I seen such a probmatic site as Citi.
