Blue screen won't load page, or lock out message and unable to scroll to enter info to unlock, been weeks w/no access

Unable to log in to accounts, either lock out with no way to enter personal info to unlock or blue screen loads but stays blank, no access to accounts.  It's been this way for more than two weeks
