it wont let me register

it wont let me register, or do anything. it gets as far as letting me put my card number in and then takes me back to the homescreen saying my request is unavailable please try again later. it has been doing this to me for weeks now. i really need something to be done . i cant keep calling my card because i now have a negative balance because of calling which i find bulls!*t.
