Unexpected System Error (Ref. No. 10000.8009)

I want to set up an "autopay" plan for my monthly credit card payments but failed.

I logged in to my Capital One "Venture" credit card account successfully. 

Selected Payments on the menu. They I selected Manage AutoPay which resulted in a system error.
