Cannot Log In

I have been advised by Capital One that their system has been upgraded with new security measures.  With the new system, Capital One is unable to send emails to certain internet providers.  When Capital One tries to send a security code via email, necessary for log in, to a client who utilizes one of these internet providers, the customer never receives the code.  I have spent hours on line with Capital One in the Northwest US, Manila and assorted Phillipines locations trying to resolve the issue.  The total incompetentance is unbelievable.  If they cannot resolve an issue this basic, how can they manage the accounts of millions of customers?  My advice..................dump Capital One for a reputable, competent  bank card.
